1. System Architecture Overview

UK Road Closures (ukroadclosures.eu) operates on a decoupled data architecture engineered to deliver real-time road safety telemetry with maximum data integrity and sub-50ms Time to First Byte (TTFB).

Tier 1: Live Event Retrieval

Polls the official National Highways Developer API v2.0 and Traffic England Datex II feeds every 15 minutes. Automatically parses XML event trees, normalizes road identifiers, and records active lane blockages.

Tier 2: STATS19 Historical ETL

Aggregates certified Department for Transport collision and casualty databases. Decodes integer lookup schemas into human-readable severity classifications across 5-year rolling baselines.

2. Real-Time Datex II Feed Processing

Live traffic incidents are ingested through official National Highways RSS/XML endpoints conforming to the European Datex II standard (CEN/TS 16157). The ingestion engine applies automated validation rules:

Road Normalization:
Raw strings (e.g. "A38 Southbound between A5148 and Weeford") are parsed via regular expressions to extract canonical route identifiers.
Incident Deduplication:
Events are mapped to unique GUIDs, preventing duplicate notifications when multiple police forces log the same carriageway event.
Active vs. Cleared Filtering:
Cleared incidents are immediately tagged and segregated from active alerts, preventing outdated roadwork alerts from causing driver confusion.

3. DfT STATS19 Historical Collision Ingestion

Under the Road Traffic Act 1988, UK police forces complete standardized STATS19 collision reports for every road incident resulting in human injury. Our ingestion pipeline:

  • Extracts verified open datasets directly from the Department for Transport portal (data.dft.gov.uk).
  • Decodes numerical classification codes for severity (Fatal = 1, Serious = 2, Slight = 3), road surface condition, and lighting environment.
  • Computes 5-year rolling casualty sums and junction density ratios for all 250 UK motorways and primary A-roads.
